2021 Spring All Star- Availability Registration Now Open

This year PHLL will be using the league’s registration system to confirm player availability for the various dates of team practice and games.  This is the first step in determining what players are available so voting ballots can be developed.

By registering a player, you are committing your player will be available for all practices, games, and picture days until the team is eliminated from the tournament.  The All Star season could extend into and past July should the team not be eliminated from the tournament.  See tables below for more information.

If a parent or guardian wants/intends their player to be available and to be placed on the All Star voting ballots:

No money and required documents will be collected until after teams have been announced.

Once players are selected, electronic payment of uniform fees ($125) will be requested.  Payments will be made through the leagues registration system.  Note:  If financial assistance is required, selected players may complete the PHLL Scholarship Request form found at:  PHLL Scholarship Request Form

Parents/Guardians of players, it is very important player availability registration for All Stars is completed by MAY 1ST 12:01AM.  This is the only way a player’s name will be added to a ballot for voting.

CRITERIA FOR PLAYER SELECTION POOL:

Availability:  Any player wishing to participate must be available and flexible to the All Star schedule.  By nature of the tournament, event dates/locations may have short notice changes.  It is expected all players attend every All Star event including practices, games, and picture days until the team is eliminated from the tournament. Please note that Little League rules allow for removal of a player who repeatedly misses practice or games.

Eligibility Requirements:

  1. Proper League Age:All players league age 8 or greater and who are currently playing PHLL Spring 2021 AAA division of play or above; Proof of age document will be collected upon announcement of teams; AND
  2. Played 2021 Spring Season Games:All players must have participated in at least 8 of their PHLL 2021 Spring regular season divisional games (6 games for Seniors division). A player who has not met this minimum standard due to injury or their participation in a school baseball (or softball) program may receive an adjustment on the minimum participation in games required under this rule.; AND
  3. Meet Little League International Residence Requirements through ONE of the following:
    1. Residence shall be established and supported by documents containing the full residence which includes parent(s)/guardian(s) name, street address, city, state, and zip code information, dated or in force between February 1 of the previous year and February 1 of the current year, from one or more documents from EACH of the three Groups outlined below:
      1. Group 1: Driver’s License; School Records; Vehicle Records (i.e., Registration, Lease, etc.); Employment Records; Insurance Documents
      2. Group 2: Welfare/Child Care Records; Federal Records (i.e., Federal Tax, Social Security, etc.); State Records; Local (Municipal Records); Support Payment Records; Homeowner or Tenant Records; Military Records
      3. Group 3: Voter’s Registration; Utility Bills (i.e., Gas, Electric, Water/Sewer, Phone, Heating, Waste Disposal); Financial Records; Medical Records; Internet, Cable, or Satellite Records
    2. OR provide a current Little League School Attendance Form within the PHLL boundary map (See: PHLL Boundary Map),
    3. OR have an existing Little League International Waiver (II(d); IV(h); or Charter Committee Waiver).Residence Requirements documents will be collected upon announcement of team.

The above paperwork is required and will be collected/verified by PHLL prior to practice and verified by Tournament Officials prior to and during the tournament.

POTENTIAL ALL STAR TEAMS:

The PHLL Board of Directors has approved fielding potential Baseball (BB) and Softball (SB) All-Star Tournament Teams listed in the table below should an adequate number of eligible players register. Ages listed in the following table are Little League International “League Age” and not necessarily player calendar age.

All-Star Voting will begin on May 1, 2021.  All players will have the opportunity to vote per PHLL bylaws at a scheduled game or practice.  Each player will select up to 12 players listed on the ballot.  Player voters should select the 12 best candidates listed on the ballot (in their own opinion).

All Star team announcement date will be within 7 days after May 15th. Tentative practice start date for all teams is the week of May 24, 2021.

Player Participation

The “required availability” of the All-Star player begins on the “Announcement Date” listed above.  To remain eligible for continued participation on the All-Star team, all players must be available during the ENTIRE practice schedule and ALL tournament games. 

Players (and parents) should be prepared for daily practices for the weeks between the Announcement Date, the District Tournament start/end dates, and note next level tournament level play dates.

All-Star teams must win to advance to the next level.  Teams that win their division at the district level will continue to play until they are eliminated from the tournament.  All-Star team must be available during this entire time.

Manager & Assistant Coach Appointments 

Only current and rostered (Spring 2021) regular season Managers and Assistant Coaches in good standing are eligible and will be considered by the PHLL Board of Directors for an appointment to an All-Star team.  An All-Star Manager and/or Assistant Coach is expected to be available beginning on the date of All-Star Announcements for all practices, meetings, and games without exception.  They also will need to be familiar with ALL tournament rules and to abide by them without exception.  If any rostered Manager or Assistant coach is interested in being appointed to an available All Star team, please email your request to [email protected]
